the General Officer Commanding none of the powers with which, to judge by the light of experience in the United Kingdom, he ought certainly to be invested. The Council desire on these grounds to press upon the Colonial Office the necessity of considering the question of the introduction of legislation which, in cases of emergency, will give to the competent Naval and Military Authorities in the Crown Colonies powers analogous to those which the experiences of this war have shewn it to be necessary to confer upon similar authorities at home.
